
The post-and-pier moisture problem
Raised post-and-pier construction — homes standing on concrete piers, often called “tofu blocks” — is one of the most distinctive features of local housing. It was a smart design for the tropics: lifting the floor off the ground lets trade winds pass underneath and keeps the home cooler and less flood-prone. But that same open under-floor is exposed to bare, damp earth and constant humidity. Warm moist air moves up through the floor system, and the joists, subfloor, and the underside of the flooring stay damp enough to grow mold.
You often notice it not underneath, but inside: a musty smell that seems to come from the floor, cupping or staining in wood flooring, or mold appearing along the base of interior walls. The cause is under your feet.
Cleanup, then encapsulation
Remediation here has two halves. The first is the cleanup: a pro accesses the under-floor, HEPA-vacuums and treats mold on the joists and subfloor, and removes any sagging, moldy material. The second, and the part that actually lasts, is encapsulation — laying a heavy vapor barrier across the exposed dirt (and often up the piers and perimeter) so ground moisture can no longer evaporate into the wood above. Add a properly sized dehumidifier or improved cross-ventilation, and the space finally dries out and stays that way.

A few signs point under the house rather than at the walls: the musty smell is strongest at floor level or when you first open a closed room, wood floors cup or feel slightly springy, baseboards stain from the bottom up, or you can see daylight and bare earth when you look under the house at the access hatch. If the piers sit low to the ground and the skirting traps air rather than venting it, that's a recipe for a damp under-floor. A pro can confirm with a quick look and a moisture reading on the joists before recommending encapsulation.
What a proper encapsulation includes
Not all under-floor work is equal, and the quotes can look similar while describing very different jobs. A thorough encapsulation covers the exposed ground with a heavy-duty liner — not thin painter's plastic — with seams overlapped and sealed rather than simply laid side by side. It's typically run up the perimeter and around the piers and mechanically fastened, so it doesn't slump away over time. Good crews also address the drainage that's putting water under the house in the first place, and either improve cross-ventilation or add a dehumidifier sized for the space. When you compare bids, compare those specifics, not just the total.
